Conditions of Employment:
  • Must be legally entitled to work in Canada
  • Licensed to practice veterinary medicine in Manitoba, or eligible for full licensure with the ability to attain prior to hire
  • Ability to travel provincially, nationally and internationally
  • Ability to work evenings, weekends and holidays as necessary
  • Valid Class 5 driver's license
  • Must provide a satisfactory criminal record check
Qualifications:
Essential:
  • Doctor of Veterinary Medicine or equivalent degree from an educational institution accredited by the Canadian Veterinary Medical Association or American Veterinary Medical Association, or successful completion of the North American Licensing Exam (NAVLE) and other pre-requisite exams required to obtain a full license to practice veterinary medicine in Manitoba. An advanced degree in veterinary medicine with focus on animal health is preferred
  • Progressive management experience working in government or an organization focussed on animal health, including planning, budgeting, performance management, recruitment, retention, coaching and training. Experience creating and managing a diverse workforce preferred
  • Experience providing leadership and advice to senior management in the design and implementation of legislation, policies, programs and/or initiatives impacting any of the following areas: animal health, public health, zoonotic diseases or One Health
  • Experience successfully translating strategic priorities into clear operational and measurable plans
  • Proven ability to build and successfully leverage partnerships with multi disciplinary stakeholders, such as other provincial departments, federal departments, academic institutions, producers, processors and public lobby groups, using tact and diplomacy
  • Strong negotiation skills with the ability to influence outcomes aligned with corporate objectives while respecting the views of stakeholders, which may include other jurisdictions
  • Demonstrated ability to leverage opportunities for innovation and collaboration, find creative solutions to issues, and successfully manage change
  • Strong political acumen demonstrated through experience providing advice to senior management on complex topics and sensitive issues and approaches
  • Superior verbal communication skills including the ability to address the media and deliver public presentations
  • Strong written communication skills with experience creating documents to present options to influence and inform decisions
  • Strong organizational skills including the ability to manage competing priorities while working under pressure and tight deadlines in an environment of constant change
  • Knowledge of the veterinary industry in Canada including current standards, codes of practice and organizations

Desired:
  • Experience building relationships with Indigenous peoples and implementing the principles of reconciliation
Duties:
As a member of the department’s senior management team, the Chief Veterinary Officer (CVO) is responsible for provincial leadership for commercial and companion animal health, enforcement of The Animal Diseases Act and recommendations on the appropriate regulatory and enforcement framework and programming to protect and enhance animal health in Manitoba The CVO manages the human and financial resources within the branch to provide: assurance systems for commercial animal health to support economic development, trade and public trust including, surveillance, disease testing through the Provincial Veterinary Diagnostic Services Laboratory (VDS); preparedness, regular and emergency response to diseases that affect animals and humans through a One Health approach; and detection of diseases through VDS to support companion animal health in Manitoba. The Branch supports an animal health assurance system that that enables the environment for economic development and trade in the commercial livestock and poultry industries.
